Who Dropped the Ball on this one??

 

  As part of President Trump’s tax bill that was passed in 2017, a new tax incentive program was established to encourage investment in certain low-income areas of the country.  As part of the process, the Governor of each state was to choose up to 150 census tracts for their state which would then get the benefit of this new program.   Basically, investors who invested in businesses and projects in those census tracts would get special tax benefits.  I am fairly confident that Plaquemines Parish has several census tracts that would qualify under this program, including the entirety of the east bank and certain areas of the west bank from Myrtle Grove south.

            Attached is the official listing that includes where Plaquemines “should be” on the list – but alas – although Parishes I’ve never heard of are on the list, Plaquemines is not.  How did lil Amos let this incredible opportunity get away from us?  I called the Louisiana Department of Economic Development to inquire why no census tracts in Plaquemines made the list?

Notice 2018–48
PURPOSE
This notice lists the population census
tracts the Secretary of the Treasury (Secretary)
designates as qualified opportunity
zones (Zones).
BACKGROUND
Section 13823 of “An Act to provide for
reconciliation pursuant to titles II and V of
the concurrent resolution on the budget for
the fiscal year 2018,” P.L. 115–97, which
was enacted December 22, 2017, amended
the Internal Revenue Code (Code) by adding
§§ 1400Z–1 and 1400Z–2. Section
1400Z–1(b)(1)(A) of the Code allows the
Chief Executive Officer (CEO) of each
State to nominate a limited number of population
census tracts to be designated as
Zones for purposes of §§ 1400Z–1 and
1400Z–2.
Revenue Procedure 2018 –16, 2018 –9
I.R.B. 383, provided guidance to State
CEOs on the procedure for making these
nominations. Section 1400Z–1(b)(1)(B)
of the Code provides that after the Secretary
receives notice of the nominations,
the Secretary may certify the nominations
and designate the nominated tracts as
Zones.

The response was that no one from Plaquemines responded to their request for tract nominations.    I asked again because I could not believe what I was hearing.  Again, the answer was “That’s right”.

I guess lil Amos was too busy waging Cormier’s war against the DA, Council, 16 former public employees and their families, contractors, lawyers, Governor, CPRA, State of Louisiana, etc. to be worried about actually encouraging new business to come to Plaquemines.  Let’s see how many excuses he has why this inexcusable inaction on his part has occurred.  I am sure it will be the DA’s fault, the Council’s fault, the former employee’s fault, lawyers fault, the CPRA’s fault, the Governor’s fault, – it will be everyone’s fault but his.

I remember a council meeting where the former Parish President Amos Cormier, Jr. actually took responsibility for his actions – I remember well him saying “The Buck Stops Here!”  I guess the buck will just keep sliding over, under and around lil Amos and never stop with him!
